If your organization is subject to data-localization laws,such as GDPR “data-at-rest in the EEA” rules or U.S. sector-specific mandates: you can satisfy them by using OpenAI’s Data Residency feature:
Create a region-locked Project In the API dashboard, start a new Project and set Geography = “United States” or “Europe (EEA + Switzerland)”. The region is fixed at project-creation time and cannot be changed later; use separate projects for different jurisdictions.
In-region inference only All prompts and completions for that Project are routed to GPU clusters physically located in the chosen region. None of the content leaves that geography during processing.
In-region at-rest storage Any files or metadata the service must persist: Batch-API payloads, encrypted abuse-monitoring logs, audit records are stored in data centers within the same region.
Eligibility & prerequisites
Available to Enterprise customers (or contracts that include the Enterprise add-on).
For the Europe region you must also be approved for Zero Data Retention (ZDR) on the endpoints you intend to use.
Non-sensitive service data Administrative items with low sensitivity (e.g., billing details, usage analytics) may still be processed in the U.S.; this does not include your prompts or completions.
How to activate
Contact your OpenAI account representative to sign the Data Residency amendment.
Point your API calls to the regional base URL (https://eu.api.openai.com for Europe).
Verify that your SDK or proxy forwards all traffic through the correct hostname.
By locking inference and storage to a single geography, Data Residency helps you comply with GDPR, national “sovereign-data” acts, HIPAA (when combined with a BAA), and similar localisation statutes, without sacrificing the full functionality of GPT-4.1 or related models.
